Sometimes the TCP/IP is configured improperly, or is damage or corrupt which can cause connection problems or not able to connect at all. After trying everything else to connect, resetting the TCP/IP may work.

Click on the "Start" Button
Click on "Run...".

In the "Open" field, type in cmd.

At the prompt type in netsh int ip reset c:\tcpipreset.txt and press the "Enter" key.

There maybe a pause for up to a minute.
Once the prompt returns type in exit and press the "Enter" key.
Restart your computer.
